On 30 June 2025, the Council of Ministers approved, in preliminary examination, the Decree of the President of the Council of Ministers relating to migration flows for the three-year period 2026-2028, which plans for this period the regular entry into Italy of non-EU workers.
The pre-compilation of applications for non-seasonal employment will begin in autumn 2025, but strategic planning must be started in advance.
The immigration procedures provided for by the Decree include the following activities:
- analysis of available quotas and verification of company requirements;
- selection of professional profiles and preparation of the necessary documentation;
- drafting and submission of applications for subordinate work authorization;
- sworn certification service through qualified Labour Consultants, a mandatory document for participation in the Flows Decree, which certifies the existence of the employer’s economic, employment and contractual requirements.
